Step1
You can easily convert WAV files into an MP3 using the Sound Recorder Program in Windows.
Step2
Locate the program by going to Start, then Accessories and Entertainment. The program is listed as Sound Recorder.
Step3
Once the file is loaded into Sound Recorder, go to File on the tool bar and hit Save As. Next, you will have to change the File type by changing the format. Click Change and select MPEG Layer-3 from the sound selection.
Step4
You may now use your newly converted MP3 file on portable music devices or burn it to a CD.

on 7/9/2008 Nice information. But it seems that the options in the Sound Recorder cannot assure the output quality? I cannot find some bitrates like 160 or above.
