Step1
Be on the look out for sample sale and store sale listings. Sample sales are designer company sales that usually offer some current season and past season items at a largely discounted amount from retail prices (usually at wholesale and below prices). There are a bunch of websites as well as the local newspapers that do sale listings either on a daily or weekly basis.

Sign up for these free listings online and you'll be sent daily sale postings via email so you can stay on top of all the sales. Print out or jot down all the sales that interest you and mark them on your calendar.

Make sure to head to the sample sales early in order to get a jump on all the choice pieces, since smaller sizes usually run out quickly and most of the actual 'sample' pieces are in small quantities. So if you're a sample size and want to nab a sample item, make sure to get to the sale just as it starts. Going first thing in the morning is your best bet.

But if you want to wait for greater discounts, go on the last day(s) of the sale when prices are usually slashed even further. However the selection at that time may be limited and things already picked through. But if you're patient and persevere, you can definitely still find some steals at bargain prices.
Step5
If you're willing to sift through lots of stuff, wait patiently through the throngs of people, and limit yourself to going to just a few sales. You can create a great new wardrobe and save loads of cash in the process.
