To begin you must obtain a Gym Membership. Gym Memberships range in price, but any basic cheap membership will do as long as they have a sufficient amount of equipment you can use. I currently pay $25 a month for mine.
Step2
Now that you have a membership it is time to get your diet in check. Go to your local grocery store and buy some bags of boneless chicken. I am assuming you know how to cook the chicken in different ways if not you can go online and look up recipes for your chicken. Keep in mind you should go for healthy recipes that involve baking.
Step3
Your diet should consist of 5-8 small meals a day consuming 1- 8oz. breast at every meal with some vegetables and some healthy form of carbs such as potatoes or brown rice. It is VERY IMPORTANT that you mantain healthy eating habits and stay away from unhealthy snacks (junk food). For snacks almonds are good or fruits or other things of a healthy nature. You can find healthy diet plans on bodybuilding.com
Step4
Ok you've got your chicken and your membership, next you need to find yourself a protein supplement that doesn't make you want to puke LOL. There are many ways to find a protein supplement, the cheapest way is to buy it online (GNC is convenient, but the mark-up is just RIDICULOUS unless you find a "super" sale and even then it will be about the same as online.)
Step5
The best tasting protein I have found from my years of experience is called PVL WHEY GOURMET. They have flavors such as Blueberry Burst, Caramel Dip, Orangesicle Swirl, and MUCH MORE. I find all of those delicious, but if you must go to GNC I find the Banana Creme flavor of their protein brand to be decently good if its on sale.
Step6
So let's see we have our membership, a freezer full of chicken and other healthy foods, and a protein supplement. Now it is time to start working out. You can find workout plans and detailed instructions for exercises on bodybuilding.com or other articles on this site and you just need to find the best one for your goals. For example if you wanted to just get REALLY ripped and not put on any mass, circuit training is the way to go.
Step7
Finally, you must be dedicated to your workout program AND your diet. Without dedication you will not see optimum results!
Tips & Warnings
bodybuilding.com is a great source for workout plans and techniques, diet, and much more.
Make sure you are healthy enough to workout and if you are unsure you should consult your doctor
Don't lift too heavy, I can't stress this too much because if you lift too heavy you can injure yourself

Hey this is a great article. May I make some basic suggestions as one of the eHow.com medical editors and a jock? First, before anyone starts slugging down protein drinks it is best to check with your health care provider (as you generally suggested) since the "extra" protein you need to add muscle can be hard on the stomach and more importantly should not be used with anyone with known kidney disease.
Building muscle takes time and dedicated as you suggested. Getting "ripped" takes discipline and a diet that does not go far off the track. Also, you can have the biggest and best muscles in the world but they need to show through - so if there is a layer of fat hop on the treadmill or jump in the pool! Aerobic exercise will help reduce the fat that hides you muscle.
