1
Decide on a URL or a blog ring. One type of blog community is a group of bloggers at a specific URL. You would purchase a URL and participating bloggers would get their own space, or you could purchase one URL and then just link to the other bloggers. The other type of blog community uses reciprocal links along your blog to say that you're part of a specific group of bloggers.

2
Increase traffic to your own blog. Start by building it up. Add great content and update often. Comment on others' blogs. Write articles. Use basic web promotion techniques. Your blog needs to be popular before you'll convince others to join in.

3
Develop a relationship with other bloggers. You can do this by participating in forum communities related to the topic of your blog and by commenting often on their blogs. Showing an active interest in others' blogs will allow the other bloggers to "know" you and be more receptive to joining a community.
-
4
Ask others to participate in your blog. You can host a blog carnival or ask people to comment in response to questions you pose.
-
5
Invite a couple of bloggers to join you. Create a community logo and get a couple of bloggers to participate. Slowly build up readership and then increase the number of bloggers you have.
