Seems like the steps are out of order. Step one makes no sense. Indicate in a statement to whom? Is this statement part of the FAFSA? Then shouldn't that be part of step two?

I got a pell grant for my school about fifteen years ago and they are now making me pay back double. I thought pell grants do not have to be paid back according to your article.
