How to Survive if You Run out of Ammo in Bioshock
Though it doesn't happen often on lower difficulty levels, running out of ammo can be a very dangerous thing on harder difficulties. In order to forestall your imminent demise, there are a few environmental perks you can take advantage of to in order take out the Splicers before they take you out.

Reset trap bolts. If you come across a room full of electric wires, use your Telekinesis to reposition them so that they catch people coming behind you. Alternatively, you can use Telekinesis on items in the environment (chairs, corpses and so on) and use those to disarm the traps.

Light up oil slicks. If you've got several Splicers bearing down on you and only enough EVE for a single Incinerate blast, look for an oil slick. Lure the Splicers onto it, then light it up!

Hack turrets and security cameras! If you're the type to simply destroy these enemies, try changing your strategy a little. Auto Hack tools and money can make hacking easier if you're not that good at it. Remember to lure enemies toward cameras and turrets that you've already hacked, but be careful! Turrets will shoot through you to go at enemies!

Use Telekinesis to hurl gas tanks at enemies! This works great if you've got EVE and no bullets! Gas tanks explode on impact, making them excellent bombs.

Bring out the Wrench and equip some Wrench bonus tonics. Tonics like Wrench Lurker and Bloodlust can help take out enemies faster if you're short on bullets and EVE.

Tips & Warnings
Hacking Vending Machines (both the Circus of Values and the Ammo Bandito) will make buying ammo cheaper.
Remember to Invent ammo! U-Invent stations can be invaluable sources of rare ammo!
