Step1
Have personal documents handy if you're attempting to order cigarettes tax free over the Internet. Many websites require that you must be at least 21 years old and be able to prove so with a valid drivers license and Social Security number. Other websites simply have disclaimers for those who are under 18, stating the negative effects of smoking cigarettes and the fact that it is the responsibility of parents to monitor their children's Internet use.

Watch out for companies like Philip Morris (owner of many brands of cigarettes) that are working to change the laws on selling cigarettes tax free. The state of New York wants to stop Native Americans from having the privilege to sell cigarettes tax free, and in 2005, MasterCard and Visa stopped allowing online payments for tax free cigarettes. UPS has stopped accepting packages of tax free cigarettes and will not deliver them.
Step3
Order cigarettes from websites that offer general discounts on their products by selling them in bulk. Websites like Cigarette House offer Internet specials, and most orders can also be placed over the phone (see Resources below).
Step4
Visit websites such as Tax Free Cigarettes and JoeSmoke.com (see Resources below). Most of these companies are located in New York State, because only Native Americans who still maintain their sovereignty and live on reservations are allowed to obtain and sell cigarettes tax free.
Step5
Have a check or money order ready to pay for your tax free cigarettes. You will generally have to mail your payment to the company in question, even if you are ordering via Internet. Make sure to include a copy of your invoice with your payment.
