How to Kill Splicers in Bioshock
There are a variety of enemies in Bioshock that fall under the classification of "Splicer." Thuggish, Leadhead, Nitro and Houdini Splicers all have different attributes and different weaknesses that can be exploited. If you find yourself running low on ammunition because you spent it all on killing Splicers, here are a few tips to help take them down without spending bullets.

1
Use the Static Discharge Tonic. This causes damage to any enemy that hits you and is particularly effective against Thuggish Splicers in the earlier areas. It's effectivness decreases over time and can be dangerous if used around a Big Daddy. If you get hit while near the Big Daddy, the discharge will hit the Daddy and cause him to attack you.

2
Use the Damage Research Tonic. This will give you an additional damage bonus to any enemy you've researched. If you like to take pictures, you'll be hitting a lot harder with this Tonic in place!

3
Grab the Armored Shell Tonic. This reduces the damage you take from enemy attack. Early on in the game or on Hard mode, this can save you a trip to the Vita Chamber. The longer you live, the more Splicers you can take down!

4
Use the Immolate Plasmid. It's amazing what getting set on fire can do to a person! Splicers hit with a burst of flame will tend to seek out water to extinguish themselves before they hit you. Light them up, then zap the water they dive into with Electro Bolt for the insta-kill!

5
Invest in Anti-Personnel bullets. These rounds do extra damage to Splicers and although they cost more, they take down Splicers a lot faster. Load them into your pistol to make it useful at later levels.

6
Hack Turrets, Security Cameras and Security Bots. Let's face it: why spend the ammo to kill Splicers when you can get machines to do it for you?

7
Grab the Natural Camoflage Tonic. This will make you invisible to security cameras and Splicers as long as you stand still, allowing you valuable time to plan you next move. Note that this does not work if you are already engaged in combat.

Tips & Warnings
Aim for the head. Anti-Personnel rounds work great when they hit the brainpan.
