Open Word 2003 and either utilize the blank default document, or open one of your own.

On the Menu Bar at the top, Click on View --> Print Layout

Then, On the Menu Bar, Click on Tools --> Options

On the View Tab (It should be the default tab that displays), Look about 2/3rds of the way down and you will see a category called PRINT AND WEB LAYOUT OPTIONS. Here, you want to check the box that says "WHITE SPACE BETWEEN PAGES (PRINT VIEW ONLY)".

For Excel 2003, Footers will not automatically appear inside your worksheet. They will only show up when you go to File --> Print Preview.
Step6
In Excel 2003, While in Print Preview, Click on SETUP on the top Menu Bar. Click on the Headers/Footers Tab and enter your header and footer information for your page.

If all else fails when trying to figure out formatting issues within Word or Excel, Click on the Help --> Office Help or push F1 and type the issue that you are having.
