Step 1
Open a new image in Photoshop. From the main menu select "File" and from the file menu choose "New." Set the background to black. Also double check the color palette on the right menu panel to be sure the background color is black and the foreground color is white.

Apply the appropriate filter to the new image. Select "Filter" from the main menu and from the filter menu click on "Render." From the render menu choose "Clouds."

Select the radial blur filter. From the main menu select "Filter." Click on "Blur" in the filter menu. Choose "Radial blur" in the blur menu. Set the amount of blur to 45 in the radial blur dialogue box.

Choose the sketch filter to apply to the image. Click on "Filter" from the main menu. Choose "Sketch" from the filter menu. Select "Bas relief" from the sketch menu. Set the detail to 14, the smoothness to 10 and the light option to bottom. To get the proper water ripple effect in Photoshop some experimentation may be required with these numbers.

Pick the plastic wrap filter option. From the main menu choose "Filter". From this menu click on "Artistic". In the artistic menu select "Plastic wrap." Set the highlight strength to 10, the detail to 6 and the smoothness to 10.

Add the chrome filter to the image. From the main menu choose "Filter." Next click on "Sketch" from the filter menu. Select "Chrome" from the sketch menu. Set the details to 10 and the smoothness to 3.

Step 7
Press "Control + U" to open the saturation panel. Select colorize and change the settings to the following: Change hue to 210-220, and the saturation to 15. The ripple effect in Photoshop is now finished click "File" from the main menu and then choose "Save."
