Study Maryland's Motorcycle Operator Manual closely. Learn all the rules, regulations and procedures involving operating a motorcycle on the roadways. Pay special attention to sections detailing road signs and markers.

Locate a full-service Motor Vehicles Administration office once you feel you have mastered the principles contained within the manual.

Go to the Motor Vehicles Administration office. Indicate that you are interested in obtaining a motorcycle permit. Provide at least two forms of acceptable identification and proof of Maryland residency.

Complete all required paperwork. Take and pass vision, road sign and marker identification and written tests. Obtain your motorcycle learner's permit.

Practice riding your motorcycle on Maryland's roadways with a licensed motorcyclist. There is no required time limit to practice on a motorcycle, but Maryland prefers that you practice enough times to pass your first on-cycle skills test.
