How to Obtain a Disabled Parking Permit in Delaware
Disabled residents of Delaware can apply for disabled parking placards or license plates. The disability must meet the criteria for allowable disabilities under Delaware Division of Motor Vehicles (DMV) rules. Those criteria primarily involve the lack of mobility for various reasons. Your disability must be certified by a licensed physician who will also classify the disability as long term or temporary.

Decide if you meet any of the disability conditions recognized by the Delaware DMV rules and that your physician can certify the disability as qualifying.

Print the Application for Special License Plate or Special ID Placard for Persons with Disabilities Form MV 474 from the Delaware DMV website.

Complete the applicant information. Also complete either the long-term or temporary disability section. A long-term disability requires your doctor to certify that there is no prognosis for improvement. Both a special license plate and one placard can be requested for long-term disabilities.

Take the application form to your physician for certification of your disability. The physician will indicate the nature of the disability and classify it as permanent or as temporary. Temporary disabilities are defined as lasting at least 5 weeks or 35 days, but improving thereafter. The physician estimates the number of days a temporary disability will last.

Mail the completed application to the state of Delaware DMV.

Tips & Warnings
If you are 85 years old or older, you only have to show proof of age to receive a special placard. No doctor certification is required.
A temporary placard can be renewed if the disability exceeds the original estimated days by having your physician re-certify the disability on a new application form.
When only requesting a long-term disabled placard and not a special license plate, you can make a written request for a second placard.
The person with the disability must be the driver or passenger when using a disabled parking space.
