Be sure you have a desire for, and at least some talent for painting, drawing, sketching, or other artistic challenge involved in making scenery.

Go to an accredited school to get a degree in scenic art.

Get an internship during your schooling to help get experience and create a portfolio. If an internship is not available, during and after school, do some work for free to build your portfolio.

Start with a small company or theater to gain experience.

Find a job. In the beginning many will probably be unpaid and as you gain experience you will find those that are willing to pay for your work.
Tips & Warnings
The majority of movie scenic work is freelance.
You may be required to touch up work that set painters have done.
Some people are satisfied with working on smaller locations and won't have to worry about competing for jobs.
You will need to work independently without supervision easily.
You will more than likely create your own hours within the time allotted to get the project done.
Being able to work on a team with other artists is vital to being hired again.
You will need to be able to work under tight deadlines.
You will be required to buy your own supplies for each job.
