To become a parking management consultant, you'll need a college degree and several years of relevant experience working with parking enforcement and collections, either privately or for a municipal government. A parking management consultant works with municipalities to assist in the design and implementation of systems that process ticketing procedures and enforce delinquent collections.

Step1
Make sure your education history includes at least a 4-year bachelor's degree from an accredited institution of post-secondary learning. While you can complete your degree in almost any field, it works best if your focus is in the area of urban planning or business management.
Step2
Hone your ability to perform statistical analysis by supplementing your education with statistics courses. You'll also need strong communication and interpersonal skills, as you may be expected to conduct training programs once you become a parking management consultant.
Step3
Learn all you can about the latest trends and technologies being used by municipalities in their parking enforcement divisions. These are changing all the time in an attempt to use digital technology to streamline the parking enforcement and fine collection system for improved efficiency.
Step4
Get an entry-level job with your municipal government in their parking enforcement division. Check locally to see what qualifications your city prefers in new parking enforcement recruits. Expect that you will spend several years gaining practical experience before you will have the skills needed to become a full-time consultant.
Step5
Prove yourself by working diligently to gain seniority and rise through the ranks of your municipality's parking department. Eventually, you will qualify for management positions that will utilize your expertise on a consultant basis. You may need to amass several years' worth of management experience (up to 5 years) to qualify for top-end consulting jobs.

Remember that you'll need to demonstrate good teamwork skills as well as an ability to write clearly and effectively and liaise with clients. You should also be prepared to travel, as many parking management consultants work with municipalities around the country to improve their parking enforcement policies.
