Whether you are a tourist or a local, you need a license from Hawaii's Department of Aquatic Resources to go after freshwater fish in that state. Follow these steps to obtain your license.
Go to the Division of Aquatic Resources site and click on the blue button that reads, "Licenses and Permits."

Decide which of the 13 kinds of licenses and permits you want to purchase. Most people are interested in a freshwater game fishing license, which is option Number 4. Click on the hyperlink that reads, "Available for Purchase Online."

If you are purchasing a license for a minor between the ages of 9 and 15, press the button on the left-hand side at the bottom of the page that reads, "Purchase Minor's License." Otherwise, press "Purchase Adult's License."
Step4
Select the type of license you wish to purchase on the next screen. Fill out the fields in red, since this information will appear on your fishing license. Click "I Accept" after reading the terms of the "General Waiver of Liability" at the bottom of the page to continue to the next step.
Step5
Enter your credit card information on the next page. The billing address must match the address you entered on the previous page. Click on the "Buy it Now!" button below the credit card information and wait a few seconds.
Step6
Print out your license after you see the receipt page, and get ready to go freshwater fishing in Hawaii.
Tips & Warnings
License are not required for saltwater fishing in Hawaii.
You can purchase your Hawaiian tourist fishing license ahead of time on the website. Just select an activation date on the website.
The State of Hawaii recommends that you protect your license by laminating it or putting it in a waterproof plastic bag. Photocopies of your license are not proof that you have a valid fishing license.
You will be charged an additional $1 convenience fee for using the website. If you want to avoid this charge, get the license at a fishing supply store or a Division of Aquatic Resources office (located in Oahu and Kauai).
