How to Win a Diplomatic Victory in Civilization IV
Though it may take a long time to get to this particular Civ4 victory, depending on the map size, it may be a lot easier than a Conquest or Military victory. The idea behind the Diplomatic Victory is that you accumulate enough political power to be elected Secretary General of the United Nations. Its tough, but if you're properly motivated, you can do it. Here's how.

Research and expand. Your two primary concerns are building a large civilization and an advanced one. Keep your research power at 80 or 90 percent and send lots of Settlers out into the world. While you may spend an eternity getting all your cities built, it will pay off.

Avoid conflict. While this is important for most victories, it is particularly important here. The last thing you want is a bunch of political enemies that will vote down every measure you put before them.

Work your way through political technologies first. This get you to your ultimate goal, the United Nations, as quickly as possible.

Build the United Nations as soon as you can. You can't be elected Secretary General if the United Nations doesn't exist.

Consolidate your power. Once you've built the United Nations, you must command a winning vote. If possible, make treaties with as many other nations as you can or, failing that, expand your empire and build your military and cultural power until you gain a winning number of votes and you can simply elect yourself into office.

Propose the measure. Every few years, the United Nations will convene and allow measures to be proposed. The first one on the list is the measure to make you the Secretary General and secure the Diplomatic Victory. Propose it and see if it passes.
