Step1
Survey the ski resorts and slopes in your area. It's best to start with a broad search and then narrow down the options by calling or checking the websites of the resort or slope operator to see if they allow snow BMX.
Step2
Speak personally with the management of the slope operator or ski resort about allowing a ski bike on the slopes. Keep in mind that snowboarding was once a new sport, too, and it took a little convincing to allow boards on the slopes. Most slope operators and ski pros just want to see that you can handle the ski bike safely, so offer to give them a demo in exchange for permission to hit the slopes.
Step3
Refer to the snow BMX community to find already popular locations. A good list can be found at the American Ski Bike Association website.
Step4
Create your own course for you and your friends to race. This might take a little work, but with a few shovels and some good snowfall you can make an excellent closed course to practice and race your ski bike.
