How to Recognize Potential Terrorist Behavior

The assistance of the general public is invaluable in the fight against terrorism. You can help by learning to recognize potential terrorist behaviors, remaining vigilant at all times and immediately reporting any suspicious activity to law enforcement agencies.

Instructions

1. Report anyone who speaks or boasts of their intent to harm civilians. If you have any indication that there are any plans in place to act upon such a threat, consider the situation an emergency and immediately inform the authorities.

2. Watch for suspicious packages or baggage left unattended in a busy public place. Backpacks, boxes, duffel bags and other containers have been used to deliver explosives.

3. Get a detailed description of any suspicious party you see loitering near heavily-used public buildings or in parking lots. The better the description you can give law enforcement officials, the better their chances of apprehending the individual for questioning.

4. Recognize that unnatural chemical odors collecting in a public place may be a sign of imminent danger. Leave the area immediately and call emergency services by dialing 911.

5. Note the description and location of any suspicious abandoned or unattended vehicle, particularly if parked near a port, industrial area, hospital, school or other heavily-traveled public place.

6. Watch anyone exhibiting behavior that seems unnatural, threatening or unusual. Call your local police's non-emergency number if you feel the incident merits further investigation.

7. Call 911 only in an immediate emergency. Otherwise, report incidents to your local police or the Federal Bureau of Investigation (see Resources below).
