    Instructions

      • 1

Report anyone who speaks or boasts of their intent to harm civilians. If you have any indication that there are any plans in place to act upon such a threat, consider the situation an emergency and immediately inform the authorities.

      • 2

Watch for suspicious packages or baggage left unattended in a busy public place. Backpacks, boxes, duffel bags and other containers have been used to deliver explosives.

      • 3

Get a detailed description of any suspicious party you see loitering near heavily-used public buildings or in parking lots. The better the description you can give law enforcement officials, the better their chances of apprehending the individual for questioning.

      • 4

Recognize that unnatural chemical odors collecting in a public place may be a sign of imminent danger. Leave the area immediately and call emergency services by dialing 911.

      • 5

Note the description and location of any suspicious abandoned or unattended vehicle, particularly if parked near a port, industrial area, hospital, school or other heavily-traveled public place.

      • 6

Watch anyone exhibiting behavior that seems unnatural, threatening or unusual. Call your local police's non-emergency number if you feel the incident merits further investigation.

      • 7

Call 911 only in an immediate emergency. Otherwise, report incidents to your local police or the Federal Bureau of Investigation (see Resources below).

    Tips & Warnings

    • Exercise extra awareness in public transit stations, near tourist attractions, government buildings, schools, hospitals, bridges and commercial ports.
