How to Create an Open Communication Environment in a Small Department
An open environment must exist in a small department for people to work well together. Follow these steps to create an environment in which communication flows freely and productively.

Exemplify the kind of characters you would like your employees to have. This means communicating with each of them on at least a weekly basis about work and other things they may be interested in. This will show that you care about them and it also gets them used to communicating with you.

Invite communication and repeat it regularly so that they always know they are welcome to come talk to you or other leaders about any ideas or concerns the employees have.

Listen to the employees when they do talk to you. Sometimes there are hidden messages about things that are bothering them in the middle of a casual conversation. Show that they have been heard by trying to come up with a resolution if they are upset about something.

Try out new ideas. Even if it does not work, this will go a long way in encouraging the employees to share with you

Train your other leaders in the department to make sure they understand the kind of open environment you and the company want to have. It may be obvious to you but sometimes it is not so obvious to other people. It is important that they understand any employee can talk to anyone in that department at any level and that there is not a "hierarchy" of communication.

Celebrate birthdays, anniversaries with the company and any other special occasion even if it is a short break with some snacks. When employees feel appreciated and significant they are more likely to open up.

Always lead with a firm hand. Create that open environment but do not let people walk all over you or try to take advantage of that openness.
Do not get too personal with the employees in casual conversations. You might get pulled into personal situations you do not need to know or comment about.
Favoritism can cause resentment and prevent open communication. Treat all employees equally.
