when you catch him scratch, spray alcohol on the place he scrathes and make him smell it,dogs hate the smell of alcohol so they wont go near n mess with it,this works also when your dog is chewing on stuff like your shoes or couch. soon where ever the alcohol smell is he wont go near.
Step2
Throw a rolled-up newspaper... Let him fetch & keep him busy till he is tired always works for me. once at a seminar i heard if a dog has a bad habit that you don't like, teach the dog to do it on command and then never give the command. Not sure if that would work, because I never tried it.
Step3
Obedience training. Obedience training teaches you about dog behavior and how to teach your dog. It is invaluable in preventing bad behavior. You would not have to ask this question because you will understand why your dog is scratching and how to correct the behavior. It will help you head off any future behavior problems. You will have a much more enjoyable and safer pet.

Dogs don't scratch for attention. Punishing a dog for being uncomfortable with sarcoptic mange, allergic dermatitis, etc. is beyond cruel since he's just miserable already. Mange mites are invisible and a vet needs to take a look and often must just treat it presumptively. If it is aggravating you just think how the poor dog feels.
