Step 1
Is there a lakeside spot where the two of you have spent time? If so, that may be the perfect setting for your proposal; if not, you'll want to look at a few lakes in the area and find the one with the setting that is just what you are looking for.

Work out the details of getting there. If there's a road to the lake, you'll be able to drive; if not, how long will the two of you need to walk to get there? These details will help you to know when you'll need to leave to be by the lake at the time that you choose to make your proposal.

Figure out what else you'll need to set the stage for your proposal. Think you'd like to have a picnic? You'll need to figure out which foods/drinks to take. Planning to have a bouquet of flowers there for her? If so, you'll need to determine how to get them there or if you will be bringing them with you in a pack.

Now that you've worked out the location and what you'll need to bring with you, it's time to think about how you are going to propose. Are there things that you feel like you absolutely must say? If so, be sure to write them down and to include them.

Practice your proposal. You're going to be nervous, and there's still a chance that you won't say things in exactly the way that you've planned to, but practicing helps.

Ask her out. It's up to you to decide whether you want to drop hints about where you are going or about why you want to go, but make sure that the two of you have plans for that timeframe so that she doesn't already have other plans when you think the time is right.

Need to do some setup ahead of time? Enlist a friend to stage the area before you get there (and, of course, to disappear right as you are arriving).

Pick up your girlfriend, travel to the spot and, when the time is right, make your proposal.
