Line a sheet pan with wax paper or parchment paper. Set aside.

Cut the chocolate into ¼-inch small pieces. Set aside.

In a medium-sized sauce pan, pour 1 cup of water. Heat the pan over medium-high heat until the water boils.

In a medium-sized bowl, add the butter and the chocolate. Set the bowl so it rests on top of the sauce pan without touching the boiling water below.

Lower the heat to medium-low. Constantly stir the butter and chocolate until they both melt and are smooth.

Add the milk, sugar, salt and chili powder to the chocolate mixture. Stir well.

Once the mixture is well incorporated, let the mixture simmer for 2 to 3 minutes, until the sugar has completely dissolved.

Take the mixture off the heat. Add the peanut butter and the oats to the bowl.

Stir until the oats and peanut butter are completely incorporated.

Using a spoon, drop large spoonfuls of the cookie mixture onto the prepared sheet pan.

Transfer the sheet pan to the refrigerator to let the cookies set for an hour.

The day that you plan on surprising your victims, set out a plate of the devilish cookies in plain view. Let everyone know that they should help themselves to the cookies.

Be prepared to greet your victims with a large glass of milk to help cool their inflamed tongues down.

After they've finally gotten control of their over-taxed tongues, calmly explain that you just got their goat on April Fools Day.

As an apology, you might consider making a separate batch of non-chili cookies for your victims.
