Activate the SkypeOut service. Double-check your Skype account to make sure you have SkypeOut activated.

Pick someone to call. Make sure you have your friend's phone number, the country your friend currently resides in and (so you can check whether you have enough credit to complete the call) an estimate of how long the call will last.

Using Skype’s sound-test feature "echo123" (see link below), test your computer’s sound settings. This will ensure that you have good quality sound for your call.

Visit the Skype Web site (see link below) to find the code for the country or region for the person you are calling. This page also offers guidance on dialing.

Open the "Dial" tab (the blue telephone icon) in your Skype window and type the telephone number into the phone number field, or use the keypad to enter it. The number must be entered in the following way: “+” + “country code” + “number.” “00” or “011” can be used before the country code as well.

Press the green button with the phone icon to place your call.
Tips & Warnings
Check your Skype credits to make sure you have enough to make the call.
You may need to purchase additional sound equipment such as microphones or speakers if your computer does not already have them.
It's a good idea to first search on Skype for the person you are calling and see if they have a Skype account. Skype-to-Skype calling is free.
If your Skype credit runs out during a call, you will be immediately disconnected.
