Clean the surface carefully to remove all traces of paint, dirt, moisture or other substances.

Repair any cracks or holes in the concrete with hydraulic cement.

Seal the concrete with a masonry coating and let it dry completely.

Apply a coat of primer using a roller or sprayer and let it dry completely.

Apply a coat of paint using a roller or sprayer and let it dry completely.

Tips & Warnings
Select only concrete-safe paints for your project; other types of paints won't adhere to concrete.
Allow freshly poured concrete to cure for 90 to 180 days before painting.

I would recommend using a concrete stain as opposed to any kind of "concrete paint". Follow manufacturers instructions and ensure concrete is totally clean before you begin. -
