Craft glitters are made from metal and glass, and should not me used on the skin, especially around the eyes. The cosmetic glitters cost a little more, but they last a long time and it is better to be safe than sorry. Most of the companies that sell them also sell some sort of product that is made to apply the glitter. I would suggest going with this if you love the glitter look.

      Take your ordinary hair spray and spray the desired area. Then apply glitter with a brush or your hands. For example, if you want to apply glitter to your shoulders; lightly spray your shoulders with hair spray. Then take a brush or use your hands and dust your shoulders with the loose glitter. Spray very lightly a little more hair spray to really hold glitter.
