Master pages are helpful, especially in larger documents, because they allow you to manage elements common to all the pages (or to several pages) within a document. These common elements include headers, footers, graphics, page numbers and lines (rules), to name a few. You can apply a master page to any QuarkXPress 3.3 or 4.0 document for Macintosh. Windows instructions may vary slightly.
