If you follow these steps but still can't connect, dial 00 and ask the international operator to help you place the call.
It can be very expensive to call long-distance during business hours, so try to make your phone calls in the evenings and on weekends.

City codes and cell phone prefixes in South Korea start with a zero. For example: Seoul city code is actually 02. Cell phones are 010, 011, 019, etc.
To place a call from the U.S., you have to drop the zero from the city code. So if someone in Korea tells you their phone number is zero plus something (such as 011-7374-8383) remember to drop the first zero.
