Making a piñata, dinosaur or bowl is fun, easy and economical with papier-mâché. The first step is mixing up the paste, which helps to hold all the newspaper strips together.
Pour equal parts flour and water into a plastic bucket or bowl and blend with a mixing spoon. The amount you make depends on the size of the project. Two cups each of flour and water is good for a smaller project; you can always make more if you run out.

on 11/22/2005 Instead of flour, try corn starch. Heat water and cornstarch in a pan stirring constantly until it starts to thicken, adding more starch or water depending on the desired consistency. Let mixture cool and dip your paper strips. This is nice on cool days.
