Basics

Gather hat-making materials.

Decide on your theme and gather embellishments to match.

Use ribbon or lightweight elastic for ties.
Cone Shape

Roll a large sheet of paper into a cone shape.

Staple or tape the edges.

Remove excess paper to make a rounded bottom on the hat.

Decorate the hat with streamers, glitter, paint and embellishments.

Poke a hole in each side of the hat along the bottom edge.

Tie ribbon or lightweight elastic to each side and use it to hold the hat on your head.
Crown Shape

Place a 9-inch plate on a 10 3/4-inch paper plate and trace around the plate with a pencil.

Divide the 9-inch circle on the larger paper plate into 8 equal parts - like a pie. Mark with a pencil.

Start at the center and cut along each line 3 inches.

Bend the cut triangle shapes up like a crown.

Decorate with glitter or paint.

Check out scrapbook-making papers for a cute or unique party hat. If the paper is too thin to shape into a hat, glue it to a piece of construction paper, let it dry, and then make your hat.
For a simpler hat, decorate a paper plate to look like a sunflower, or punch holes around the edges and tie bright streamers for a rainbow motif. Tie ribbon or elastic on each side of the plate. Pull the sides of the plate down and tie the ribbon.
