Converting a BIN file to an IPA file is relatively simple, but can't be done directly. BIN files can be regarded as universal files. The BIN format can contain anything from executables and audio/video files to mobile device apps and ROMs. A BIN file can be opened using various tools, but you'll find it most often mounted as a virtual drive, using virtual drive software. IPA files are archives, similar to RAR and ZIP files, used to deliver apps on iOS devices. In fact, renaming a RAR file to an IPA file makes the archive work on iOS devices, if its contents are recognized.

      Start the virtual drive software and select to mount a new image. Use the resulting file browser to navigate to the BIN file and click on the "Open" or "Mount" button to mount it. Windows assigns a new drive, similar to a CD or DVD drive, to the mounted image.

      Go to the "Start" menu and click on the "Computer" icon to start the default Windows file manager. Navigate to the new drive and press the "Ctrl" and "A" keys at the same time to select everything. Press the "Ctrl" and "C" keys at the same time to copy the data to your clipboard.

      Navigate to one of your drives, right-click on the blank space in the right pane, select "New" from the drop-down menu and click on "Folder" to create a new folder. Type a name for your new folder and press "Enter."

      Double-click on the new folder and press the "Ctrl" and "V" keys at the same time to paste the data from the BIN file. Note that even hidden files are copied.

      Press the "Ctrl" and "A" keys at the same time to select everything, right-click on one of the files and select the "Add to archive" option. IPA files are archives, just like ZIP files.

      Enter a name for your new archive in the "Archive name" text box, select "ZIP" in the "Archive format" section and click on the "OK" button to create the archive in the same folder.

      Right-click on the new archive and select the "Rename" option. Replace the "zip" extension with a "ipa" extension and press "Enter" to apply the changes. Your archive is now an IPA file; it contains all the data in the BIN file.
