      Unplug the monitor. Double check to be absolutely sure that the monitor is not connected to any power.

      Clip one end of your alligator clip wire to the flathead screwdriver.

      Attach the other end of your alligator clip wire to the metal chassis inside the monitor casing.

      Wedge the flathead screwdriver under the anode cap -- which looks similar to a suction cup on the back of the screen -- and keep pushing until the screwdriver makes contact with the anode connector. You could possible hear a crack or see a flash. You have successfully discharged the monitor.
