How to Overlay GIF
GIF files are just like other image files in that you can edit them using basic image-editing applications. These applications are all you need if you want to make small edits such as overlaying text. Open the GIF file using Microsoft Paint if you want to add overlays, since Microsoft Paint has the necessary tools to complete the task.

Right-click the GIF file and go to the Open With menu. Click Paint to place the file in the Microsoft Paint canvas.

Click the button with the "A" icon to activate the text tool. Click anywhere on the image to set the placeholder.

Click anywhere inside the placeholder and type the text you wish to overlay onto the GIF file. Highlight the text and click any of the options in the Text tab of the toolbar to adjust the text formatting. Click the blue tab on the toolbar and select Save As if you want to save the new GIF file without overwriting the original.
