How to Shorten the FPS for MP4 Video
You can use the Windows Live Movie Maker program on your Windows 7 computer to shorten the frames per second (FPS) of your MP4 video. This feature is ideal for situations where you need to slow down something that is moving too quickly, or if you are making a video that requires a slow-motion shot of a particular scene. The resulting edited video can then be saved as a new file, leaving the original in its unaltered state.

Browse to the location of the MP4 video that you want to edit.

Right-click the file, click "Open With," and then click "Windows Live Movie Maker."

Click the "Edit" tab at the top of the window.

Click the drop-down menu to the right of "Speed" in the "Adjust" section, and then click your desired speed. For example, if you wanted to shorten the FPS by fifty percent, you would click the "0.5x" option.

Click the "Movie Maker" tab at the top-left corner of the window, click "Save Movie," and then click "Recommended For This Project."

Type a name for the video into the "File name" field, and then click "Save."

Tips & Warnings
You cannot edit video files containing DRM encryption, as Windows Live Movie maker will be unable to open the files.
