How to Fix a Modem That Will Not Run Faster Than 28.8
When a dial-up Internet modem isn't working as fast as it should, there could be a number of problems that are preventing a full-speed connection. You will have to individually troubleshoot all the different issues it could be, including checking for other connected devices, updating the modem firmware and making sure the phone line doesn't have interference on it.

Check to see which protocol your Internet provider uses, because if your modem and their modems are not using the same protocol, it can drastically slow down the connection. If you have a 56K modem, three different protocols exist, including V.90, x2 and K56flex. Sometimes the dial-up Internet provider has a different phone number for each protocol type.

See if there is any other devices plugged into the modem, which may include an answering machine, telephone or fax machine. If there is a device plugged in, then unplug it. Most modems are supposed to work with these devices plugged in, but sometimes they can slow down the connection speed.

Unplug telephones, fax machines and alarm systems in all the rooms of your house. Sometimes these devices can interfere with the modem while on the same telephone line.

Test the phone line. Make sure you hear no interference on your end of the phone. If you hear audible tones, weird noises or crackling, there might be a bigger issue that needs to be fixed. Contact your local phone company to have a technician fix the line if you do not have a clean, clear sounding phone service.

Run the phone cable directly from the modem to the phone jack, bypassing any splitters or surge protectors. The more direct a connection to the phone line that the modem has, the better the modem will operate.

Update the firmware for the modem. Visit the manufacturer's website to check for the latest version. If a newer version exists, download and install it. The manufacturer should provide basic instructions if you have to upgrade the firmware on its site.
