How to Move the Policeman at the Johto's Radio Tower on "Pokemon SoulSilver"
In "Pokemon SoulSilver," the Johto Radio Tower is a prominent landmark in Goldenrod City. The Radio Tower is where you obtain the Pokegear's radio card, allowing you to listen to Johto radio stations, and is also home to the Lucky Number Show and Buena's Password mini-games. The upper floors of the radio tower are initially blocked off by a security guard -- this guard disappears once the Rocket takeover of Goldenrod City has begun. Triggering this storyline requires you to defeat the seventh Gym in Mahogany Town, which in turn requires beating the secret Rocket hideout under the city.

Go to Mahogany Town and head north toward the Lake of Rage. Use Surf to swim across the lake and encounter the red Gyarados. Defeat or capture the Gyarados and then speak to Lance on the lake shore to learn about the mysterious radio signals coming from Mahogany Town. Return to Mahogany Town once Lance leaves.

Enter the small building in the middle of town to discover the Team Rocket hideout. Infiltrate the hideout with Lance and obtain the password needed to access the boss's room from a female Rocket grunt in the second segment of the hideout. Confront and defeat the boss and speak to the Murkrow. Chase the Murkrow and it will eventually tell you the password to the generator room.

Defeat the Rocket administrator and grunt who challenge you and enter the generator room. Capture or defeat all of the Electrode to shut down the generator and obtain the Whirlpool HM from Lance. Exit the headquarters.

Enter the Mahogany City Gym and defeat Pryce, who has a level 30 Seel, a level 32 Dewgong and a level 34 Piloswine. Exit the Gym after receiving the Glacier Badge to receive the phone call about Goldenrod City being taken over by Team Rocket.

Return to Goldenrod City and the security guard who previously blocked the path will be gone, allowing you to fight the Rocket agents in the upper floors.
