1
Spread newspaper or paper grocery bags over a large flat surface. A large surface is needed, as it enables the items of the project to be organized and readily accessible. The newspaper or grocery bags protect the surface from damage or overspray from the spray adhesive.

2
Select a ball of floral foam as the foundation, with the desired size of the finished project in mind. Cut the ball in half with a serrated knife. Lay one of the halves flat-side down on the work surface.

Put on latex gloves to protect your hands. Lightly spray the entire surface of the ball with spray adhesive. Cover the ball with a single sheet of tissue paper. Press down to secure the tissue to the foam surface. Allow the adhesive to dry. If the ball is still visible through the paper, spray with spray adhesive and apply another layer of tissue paper. Excess tissue around the edge of the ball can either be trimmed away with a craft knife, or tucked underneath the ball and secured with glue or tape.

4
Start at the top of the center of the dome, and insert the stick side of one lollipop through the tissue paper and into the foam. The stick should be inserted approximately ½ inch deep. Once inserted, do not remove or reposition the lollipop, as it will cause the hole to increase in size, and will no longer properly support the weight of the lollipop. Insert the remaining lollipops, distributing them evenly over the surface of the ball until desired effect is achieved.

5
Hard candies can be applied to the empty spaces of the ball surface between the sticks. With a small piece of non-toxic poster putty, apply it to the back of one of the wrapped hard candies. Press the candy to the surface of the ball, putty side down. Continue with the other candies until the spaces are filled with candy.
