How to Do a White Border Around a Selection in GIMP
The free graphics design program GIMP allows you to digitally add a border to an image. GIMP's Border effect simplifies the process of embellishing the perimeter of your picture. Customize the border to be as thick or thin as you would like it to be, assigning the border a measurement in terms of pixels, inches or points. You can then fill the border with the color of your choice, such as white.

Launch GIMP and open the image you want to add a white border to by clicking "File" and "Open." Your picture appears as the background layer of a GIMP workbook.

Click on the "Select" tab, then click "All" to make the entire image your selection.

Click on the "Select" tab again, then click "Border." Type a numeric value into the border field and choose a unit of measurement from the drop-down box. Click "OK" when finished.

Place your cursor over the "Foreground Color" box in the main toolbox and click down. Insert "ffffff" into the HTML notation field -- this is the color code for white. Click "OK" when done.

Click the "Edit" tab and click "Fill with FG Color." Your border selection is filled with white.

Save your bordered file by clicking "File" and "Save As."
Your border remains selected until you click "Select" and "None."
