How to Make Tissue Paper Luminaries
Create inexpensive, yet beautiful candle luminaries using tissue paper and decoupage medium. Decoupage medium is a glue-like product used in the process of decoupage, which is a form of collage crafting that seals paper items. The key is to form multiple, thick layers of glued paper that will harden into a freestanding luminary. Use colored tissue paper for best results. You can also use tissue paper with embeds, such as dried flowers and herbs.

1
Blow up a balloon and tie its end securely. Tie a piece of thread around the end of the balloon. Knot the thread around a clothes hanger, and hang the balloon from it. This is so you can reach the bottom of the balloon while you are working.

2
Use a paintbrush to apply a thin coat of decoupage glue to a small 2- to 3-inch section of the balloon. Press torn tissue paper over the glue. Continue until the section is covered with tissue paper, overlapping the pieces. Paint over the tissue with decoupage glue.

Continue Step 2 until the entire balloon is covered. Allow the glue to dry for one hour. Repeat the process in Step 2, adding another layer to the balloon. Allow it to dry for one hour before adding a third, and final, layer. Let the tissue and glue harden overnight.

4
Cut the balloon off of the hanger. Pop the balloon with a pin. Turn the luminary upside down to shake out the remnants of the balloon. Place a tea light with a holder inside the luminary, and light the candle.
