Select your eye shadow. If you're not going to be using eye shadow as foundation for a costume, you'll want to choose a matte eye shadow that doesn't have glitter. If you have cream eye shadow, it can be applied directly as it is to the entire face. If you choose a powered eye shadow, continue to the next steps.

Pry the eye shadow out of its compact using the tapered handle of a makeup brush. Mix the contents of the eye shadow with about one teaspoon of lotion in the eye shadow compact, a small bowl or on a separate surface. Blend the two substances thoroughly.
