Neon never completely disappeared from the fashion scene, as hot pink pouts and electric blue eye shadow can still be found on the contemporary runways of Vivienne Westwood and Charlotte Ronson.       Apply matte liquid foundation all over the face with a foundation brush. This can help neon accents to really pop. Next, using a large powder brush, apply a light dusting of loose translucent powder to set the foundation.

      Sweep a florescent pink shadow across the lid, using a large eye shadow brush. Start from the outer corner of the eye and work inward, leaving the brow bone bare. Next, pair this shadow with a bright yellow shadow in the inner corner of the eye, with a small eye shadow brush.

      Outline the top eyelid with black liquid liner. Those who want to be more bold can substitute an electric blue liner for the black. Afterward, brush on two coats of black mascara, which can help the eyelashes to stand out against the neon eye makeup.

      Use a pink color for the blush. Apply the color from the apple of the cheek, sweeping it up towards the upper cheek bone with a mid-size powder or blusher brush. With a contouring brush, a smaller powder brush with dense bristles, add iridescent highlighting powder to the brow bone and top of the cheek bone.

      Finish off the neon makeup look by applying a nude lipstick. Use a lipstick brush to apply the lipstick. Dab the brush into the lip product and apply from the corners of the lips in towards the center.
