How to Make the Bottom of a Little Girl's Dress Puffy

Purchase a tulle petticoat from a children’s clothing store. Tulle petticoats are quite popular for little girl outerwear, and are easily found. Many of these petticoats are very extravagant and have many accessories, frills and bows; pick the most simple one you can find, since it won’t be seen. A tulle petticoat is best because tulle can be cut without unraveling.

Line the waistband of the tulle petticoat up with the inside waistband of the dress. It is easier to turn the dress inside out, then pull the petticoat over the dress.

Sew the two waistbands together. You can hand-sew or use a sewing machine, depending on your preference. Use a thread color that matches the outside of the dress color so it doesn't clash.

Cut the petticoat bottom, if it shows at the bottom of the dress, using a pair of fabric scissors.

Tips & Warnings
If you don’t want a permanent petticoat under the dress, have the girl put a separate one on underneath.
