How to Decrease FPS on Premiere Pro
A video file's frames per second, or FPS, indicates the number of individual frames present in each second of the video. The higher a video's FPS, the smoother the motion of the images in the video. When you import a video clip into Adobe's Premiere Pro video-editing software, the program automatically determines and sets the FPS for the clip. If necessary, you can decrease the FPS for a clip by modifying it in Adobe Premiere Pro.

Launch Premiere Pro. Open the project containing the video clip for which you want to decrease the FPS.

Right-click the video file's entry in the Project section of the window. A context menu opens.

Click "Modify," then select "Interpret Footage." The Modify Clip window opens; the current FPS appears at the top of the window under "Frame Rate."

Click the radio button next to "Assume This Frame Rate." Type a value lower than the current FPS into the "FPS" text box.

Click "OK" to apply the newly decreased FPS to the video clip.
