How to Finalize an Already Burnt Mini DVD
The Windows Explorer application in Windows 7 comes with a built-in disc burning utility that allows you to burn mini DVDs using a format called the Live File System. However, a mini DVD burnt using the Live File System won't work on any other device unless you finalize it. If you've finished copying all the files that you want to the mini DVD, you can finalize it from Windows Explorer itself.

Double-click the "Computer" shortcut on the desktop to open Windows Explorer.

Click the DVD burner icon.

Click the option labeled “Close Session” on the Windows Explorer toolbar to finalize the mini DVD.
