Download a copy of the PSP game from Sony.

Download and install PSP2ISO onto your computer. This program converts eBOOT files into ISO files.

Run PSP2ISO. Select "Open" and navigate to the eBOOT file of the digital PSP game that you downloaded.

Choose the "Convert to ISO" option to create an ISO version of the game.
