Cheerleaders for spectator sports generally use pom-poms to add visual appeal to cheer routines. Fans attending sporting events can use pom-poms as well. Typically made of plastic or other material that flows easily, pom-poms form a fluffy ball. Pom-poms are strings of material held together in the center by a handle. Pom-poms come in a variety of colors and sizes. You can make pom-poms large enough for an adult or small enough for a toddler.

  • Four sheets of tissue paper
  • Scissors
  • 2 toilet paper rolls
  • Vinyl tape

      Decide which colors you want to make the pom-poms for your toddler. You can select two coordinating colors or one color.

      Align four 20-by-30-inch sheets of tissue paper on top of each other and fold the paper in half vertically. Cut the full sheets of tissue paper in half vertically to make the pom-poms smaller for a toddler and fold the paper in half again.

      Cut the tissue paper in 2-inch strips through all layers, stopping about 1 inch short of the fold to hold the strips together.

      Roll one corner of the folded edge tightly around one end of the toilet paper roll and tape the edge to the toilet paper roll.

Tips & Warnings

  • To add fluff to the pom-poms, repeat steps 1 through 3 and tape the tissue paper to the same toilet paper roll.
