Decorating cupcakes with fondant and icing can be messy and time consuming. Instead, try decorating your cupcakes with cute pom-pom toppers made from tissue paper. These toppers are both fun and elegant, and would work for all types of events, from weddings to children's birthday parties. Pick tissue paper that matches your party decorations and get started.

Things You'll Need

  • Tissue paper
  • 2-inch circle punch
  • Sewing needle
  • Thread
  • Double-sided tape
  • 5-inch lollipop sticks

Instructions

    • 1

      Stack 15 pieces of tissue paper on top of one another.

      Cut as many circles as you can get out of the tissue paper, using the circle punch.

      Combine two stacks so that you have 30 pieces of tissue paper stacked.

      Thread a needle and tie a double knot at the end.

      Poke the needle through the center of your stack of tissue paper circles.

      Cut just below the needle and tie a double knot as close to the tissue paper as possible, so they are all tightly attached together. Cut the remaining thread.

      Make eight incisions into the tissue paper circle, as if you were cutting a pie, but stop 1/4 inch from the center.

      Cover the top inch of your lollipop stick with double sided tape.

      Lift up half of the tissue paper layers and insert the stick between the layers. Press down firmly to attach the stick to the tissue paper.

      Fluff the pom-pom by inserting your fingers into the center and creasing the layers in all directions.

      Stick the pom-pom topper into the center of your cupcake.

Tips & Warnings

  • If you don't have a circle punch, draw a 2-inch circle onto a piece of card stock and cut it out to use as a guide. Lay it on your tissue paper, trace and cut with scissors.
