How to Make a Pointy Hat Out of Paper
Create your own paper party hats or pointy hats for wizard and princess costumes. Paper party hats are traditionally worn at birthday parties and usually come prefabricated from factories, but you can create your own design. Pull the taped edge and the adjacent edge together, overlapping the to create a cone. Press the edges firmly together to seal the seam.

4
Cut along the bottom edge with scissors to create a flat bottom for the cone.

5
Punch a hole 1/2 inch from the bottom edge with a hole punch. Punch another hole on the opposite side of the cone.
-
6
Cut a 7-inch length of elastic string.

Knot one end of the elastic string around one of the punched hole and the other end around the other hole. This is the chin strap for the hat and will keep it in place while you wear it.
