How to Get Basement Keys in "Pokemon: Silver"
There is only one instance in "Pokemon Silver" that requires a basement key. The basement is part of the Underground, a series of rooms and tunnels that house a variety of Pokemon, Pokemon trainers and items under Goldenrod City. To obtain the basement key, you must clear the Team Rocket presence from the Radio Tower and defeat their leader on the top floor. All of the Team Rocket members in the tower use a combination of poison and flying Pokemon, making psychic Pokemon the ideal choice for completing the tower with little trouble.

Fly, bike or walk to Goldenrod City. Press the "Start" button and select "Map" to see how to get to Goldenrod City.

Enter the Radio Tower, the tall black building on the west side of Goldenrod. Walk down the hallway to the right and defeat all of the Team Rocket members along the way. As you make your way across each corridor, you will find a flight of stairs that you must go up to reach the top of the tower.

Defeat the man posing as the Radio Station director at the top of the Radio Tower. After the battle, he will come clean and tell you he is not the actual director and give you the key to the basement.
