      Cut a piece of elastic that is about the size of your child's waist. Sew the ends of the elastic together to make a loop.

      Cut about four dozen strips of tulle, making each strip about 10 inches long and 2 inches wide. Tie each piece in a knot around the elastic loop, so the ends of the tulle hang down, making a tutu-style skirt. Use tulle in a pastel color, like pink or purple.

      Dye a white leotard or bathing suit a color to match the tutu skirt. Use a box of fabric dye from the store and follow the box's instructions to dye the garment. Wash the item and let dry.

      Spray paint a cardboard tube from a pants hanger using silver spray paint. Cut out a star from a piece of cardboard and spray paint it as well. Glue the star to the top of the tube, making a pixie wand.

      Cut a pair of old tights in half, so the two legs are apart. Stretch one leg over a wire hanger and do the same with the other leg. Bend each hanger piece at the middle so each looks like the shape of a boomerang. Glue the pieces together with hot glue, making a set of wings.

      Cut two pieces of elastic to about 1 foot each, gluing the ends of each piece together so you have two loops of elastic. Glue each loop to the center of the wings, so you have a set of fairy wings that can be worn over the shoulders.
