How Do I Get Through the Basement in the Underground Tunnel in Pokemon SoulSilver?
In "Pokemon SoulSilver" the underground tunnel in Goldenrod City is where you can go to battle trainers and visit a variety of shops. However, if you venture into the basement of the underground tunnel, you'll stumble upon a Team Rocket hideout where you need to battle your rival in addition to a number of Grunts and Burglars if you want to proceed.

Defeat Petrel at the Goldenrod City Radio Tower to get the key card that grants you access into the underground tunnel basement.

Add some psychic-type and water-type Pokemon to your party. The Team Rocket Grunts and Burglars you encounter in the underground tunnel basement carry a lot of poison-type and a few fire-type Pokemon, so it's a good idea to be prepared with Pokemon to counter them. Most of the Pokemon you face will be at levels in the mid-20s. You should also take a high-level fire-type Pokemon with you since it will come in handy when you have to face your rival.

Go into the underground tunnel entrance located next to the Pokemon Name Rater's house in Goldenrod City. If this is your first time entering the tunnel, you will be greeted by Lyra or Ethan, who will give you the Fashion Case. The Fashion Case can be used to store items that you can use to dress up your Pokemon.

Defeat the four trainers in the tunnel and use the access card to go down into the basement. Once in the underground tunnel basement, you will see two Team Rocket Grunts and a number of doorways, some of which are closed and can be opened only by pressing the appropriate switch in the switch room.

Head west toward the first Team Rocket Grunt. As you approach him, your rival will show up and challenge you to a battle. Your rival will use Golbat, Magnemite, Haunter, Sneasel and one other Pokemon that varies depending on the Pokemon you chose at the start of the game. Use your fire-type Pokemon for a good portion of this battle. It will be especially effective against Magnemite and Sneasel. After you defeat your rival, he will leave and you will be free to continue.

Proceed to the switch room and battle any Grunts or Burglars that stop you along the way. Most of the Pokemon you encounter will be poison-types so be ready to use your psychic-type Pokemon to defeat them. When you get to the switch room, you'll notice three colored switches: blue, green and red.

Press the blue switch first, the green switch second and the red switch last. This will open the doors that lead to the room with the purple switch. Defeat the Grunt there. There is a doorway here that leads to the second basement area.

Go into the second basement area and defeat the three Grunts using your psychic-type Pokemon. At the end of the room there is an escalator that takes you up to the Goldenrod Department store warehouse.
